The University of TN Police Department (UTPD)

UTPD operates on the Tennessee Advanced Communications Network (TACN) for primary communications for commissioned staff. UTPD radios are set to only affiliate with Knox Simulcast while on their TACN talk groups. Secondary communications for UTPD commissioned staff occur on UTPD Brick 1, a uhf channel. UTPD non commissioned staff known as Community Service Officers (CSO) and Campus Protection Specialist (CPS) operate on UTPD Brick 1 for Primary communications. This channel will sometimes be patched with UTPD and Knox EMA talkgroups during special events.

THE UNIVERSITY OF TENNESSEE MEDICAL CENTER (UTMC) SECURITY DEPARTMENT

The University of Tennessee Medical Center (UTMC) employees its own security officers and UTMC is almost completely independent of The University of Tennessee, Knoxville. The Security Department for the UTMC Campus is not affiliated with The University of Tennessee Police Department (UTPD). At one time, UTMC did operate its own police department but it was disbanded into a security department due to a change in the hospitals management structure. However, the UTMC Security Officers do possess the authority to detain, make arrests, carry firearms, and serve warrant as authorized by their status as Special Deputies appointed by the Knox County Sheriff. The Security Officers at UTMC also are POST Certified and attend a police academy. The Security Department employs 6 K9 Officers.

Pellissippi State Community College Police (PSPD)

Pellissippi State Community College employs POST Certified Law Enforcement Officers including 1 Chief of Police, 1 Deputy Chief of Police,3 Police Sergeants, 3 Police Corporals, 7 Full-Time Police Officers, and 1 Part-Time Police Officer. Pellissippi State also employs unarmed contract security officers. Pellissippi State Community College is comprised of five campuses and has a law enforcement and security presence at every campus the level of personnel at the location at the time depends on a variety of factors. Knox County Rescue (formerly KVERS)

As of February 1, 2023 Knox County Rescue no longer responds to calls such as Motor Vehicle Accidents unless specifically requested. All Fire Department within Knox County now provide primary vehicle rescue services. All Emergency Vehicles belonging to KCR have been moved back to Rescue Headquarters and KCR Members no longer man fire stations throughout Knox County. They are also still available for: Motor Vehicle Accidents and Entrapments, Trench and Structural Collapse,Large Community Event Support, Water Rescue, Cave and Vertical Rescue, Heavy Rescue, Small Aircraft Accidents when dispatched and/or requested. Knox County Rescue primary radio communications now occur on their own set of talkgroups on the Tennessee Advanced Communications Network (TACN). They are also still paged out on VHF TAC 7 for Alerting and Dispatching Members to scenes.

Karns Fire Department

The Karns Fire Department serves an area of 65 square miles in Northwest Knox County. Karns, an ISO Class 4 department (for the entire area), has four fire stations strategically located in the Karns, Ball Camp, Hardin Valley and Solway communities. The Headquarters facility, where the department’s business affairs are managed, is located off Oak Ridge Highway in the Karns community. The department provides fire protection, Advance Life Support (ALS), hazardous materials response, vehicle extrication, an assortment of technical rescue services, and public education for over 40,000 residents. Also, serves 9 Public Schools in their response area. They are known as a combination department. Two station are operated 24 Hours with at least two payed department members on board the apparatus.

Seymour Volunteer Fire Department (SVFD)

The department serves over 20,000 homes (32,000 people), 400 business, 70 churches, 2 private schools, 8 public schools and Johnson University (with 400+ on-campus residents). Their Fire District is spread across three Tennessee counties, Blount, Knox, and Sevier with a total response area of approximately 118.6 square miles. SVFD primarily operates on vhf analog for most operations but Seymour also operates on simplex uhf tac channels to communicate with Sevier County agencies on scene and on a Knox TACN talk groups for talkaround communications.

Knox County School Security Division (KCSD)

As special deputies with the Knox County Sheriff's Office (KCSO), the division is the primary force protection unit for Knox County Schools charged with the security and safety of staff and students within the district. Also known as the Knox County School Security Division, members are often referred to as SRO's or School Resource Officers. Responsibilities of the Division include: A. Preserve order on school property, in the vicinity of schools where there is a direct correlation to school activity or property, school buses, and at any school sponsored or related activity, and in any place where the School District owns property or has a direct interest.B. Protect pedestrians and vehicles commuting to and from school. C. Prevent, deter, and reduce acts of crime against school students, personnel, related individuals, and property. D. Investigate school-related incidents and other matters of District interest. E. Maintain peace at all school-related events. F. Apprehend offenders. G. Recover stolen property. H. Other activity as directed by the School Board or the Chief. The Division consists of the following bureau's: Office of the Chief, Support Services, Operations, Transportation Safety, and Investigations. The Operations Bureau is overseen by the Operations Major who is assisted by a Lieutenant and nine district sergeants. The Operations Bureau also houses the School Patrol Unit and Bike Patrol Unit. The Transportation Bureau is overseen by the Transportation Safety Sergeant who is assisted by two Check Ride Safety Officers. The Transportation Safety Bureau focuses relating to compliance of safety mandates issued by the Knox County Schools Transportation Department, federal, state, and local laws. The Transportation Safety Bureau also responds to school bus accidents involving children. All School Security Officers with the Knox County Schools Security Division are Bonded Special Deputies with the Knox County Sheriff's Office and have the authority to detain, make arrests, and carry a firearm (pertaining to school matters). All Division owned vehicles are considered Emergency Vehicles. Division Vehicles are equipped with emergency lights and emergency siren equipment.

Public Building Authority (PBA) Safety and Security

PBA has a UHF DMR conventional radio system consisting of two repeaters. PBA is a government Service for Knox County and City of Knoxville that provides the following services: property management, custodial, property development, telecommunications, information systems services, park enforcement, parking operations, special events, security, life safety, and patrol services. PBA provides security, life safety, and patrol services to the City County Building, Old Court House, World’s Fair Park, Fort Kidd, Sunsphere, Second Creek Greenway, Volunteer Landing, Gateway, Juvenile Justice Center, Knoxville Transit Center, Blackstock Lot, Jackson Avenue Lot, Popular Street Lot, Locust Street Garage, Dwight Kessel Garage, State Street Garage, Main Avenue Garage, Market Square Garage, Family Justice Center, River Walk Greenway & Garage, Public Safety Complex, University of Tennessee (UT) System/Knox County Schools (KCS) Central Office Tower, Summer Place Offices & Garage, and Knox County Clerk Offices. They also conduct parking enforcement within the Central Business District and the Cumberland Ave corridor. The Communications (COMM) Center also does 24/7 monitoring of over 1,200 surveillance cameras from the City County Building. There is secondary communications center located at the Public Safety Complex (PSC). Also, PBA Safety & Security Officers now provide Patrol and some Security Services to City of Knoxville Parks and Recreation Centers.
